The surge in points for European teams pushed Brazil down six place to No11 and their worst position since the rankings began in 1993. The 2014 World Cup host has been hurt by not playing any competitive matches recently.

Germany, who lost a semi-final to Italy, climbed one to second, edging South American champion Uruguay into third.

Everton sign former Rangers striker Steven Naismith on free transfer

Everton have completed the free transfer of former Rangers striker Steven Naismith. The Scotland international has signed a four-year deal after he terminated his contract with the soon-to-be-liquidated Scottish side, having rejected the chance to move to the newco club.

"It is a great honour to be joining a club of Everton's wonderful history and to have the chance to play with such a talented group of players in the world's best league in front of such a passionate group of fans," the 25-year-old told Everton's website.

"I look forward greatly to working with the manager David Moyes and all the staff at Everton and working hard to deliver on the pitch to repay their, and the chairman Mr [Bill] Kenwright's, faith and belief in me."

Moyes was keen to add greater strength to the forward line and believes Naismith will fit in well at Goodison Park.

"We are delighted that Steven has agreed to join us," said the Scot.

André Villas-Boas has been confirmed as the new head coach of Tottenham Hotspur just four months after his dismissal by Chelsea.

The 34-year-old, who enjoyed a stunning debut season at Porto but endured an ill-fated nine months at Stamford Bridge, has signed a three-year contract to succeed Harry Redknapp at White Hart Lane.

Daniel Levy, the Tottenham chairman, considered several candidates after the dismissal of Redknapp last month, including former France coach Laurent Blanc, the Everton manager David Moyes and Roberto Martínez of Wigan Athletic.

No approach was made for the Premier League pair, however, as Levy settled on Villas-Boas and completed the appointment after further talks in London on Monday night. The Portuguese coach was unable to sign for another English club until after 1 July under the terms of his exit from Chelsea.

The Spurs chairman said: "I am delighted that André has agreed to become our new head coach. He has an outstanding reputation for his technical knowledge of the game and for creating well-organised teams capable of playing football in an attractive and attacking style. André shares our long-term ambitions and ethos of developing players and nurturing young talent, and he will be able to do so now at a new world class training centre."

Last summer Villas-Boas was the most coveted young coach in Europe having guided Porto to a treble of league title, with an unbeaten record, Portuguese Cup and Europa League trophy. But he was unable to replicate that success at Chelsea, alienating several senior and influential players, and was sacked before Roberto Di Matteo guided the club to an FA Cup and Champions League double.

Villas-Boas, who has been joined by first team fitness coach Jose Mario Rocha and head of opposition scouting Daniel Sousa, is expected to be followed into White Hart Lane by Gylfi Sigurdsson, the Hoffenheim midfielder who is also wanted by Liverpool, and the Ajax defender Jan Vertonghen.

He said: "Tottenham Hotspur is a great club with a strong tradition and fantastic support, both at home and throughout the world. I feel privileged to be its coach. For me, this is one of the most exciting coaching positions in the Premier League. I have had several discussions with the chairman and the board and I share their vision for the future progress of the club. This is a squad any coach would love to work with and together I believe we can bring success in the seasons ahead." France federation targets four players

The French Football Federation has opened disciplinary proceedings against Samir Nasri, Hatem Ben Arfa, Jérémy Ménez and Yann M'Vila for indiscipline at Euro 2012.

The federation also said that Didier Deschamps, who has just left his job at Marseille, had asked for more time to think about taking over from Laurent Blanc as the France coach.

Deschamps has until the end of the week to make his decision, said the FFF president, Noël Le Graët.

"Hatem Ben Arfa, Yann M'Vila, Samir Nasri and Jérémy Ménez are summoned to appear before the disciplinary committee," Le Graët said.

Nasri insulted a reporter after France's 2-0 quarter-final defeat by the eventual champions, Spain, while Ménez insulted the team captain, Hugo Lloris.

Ben Arfa was involved in a dressing-room argument with Blanc, and M'Vila did not shake the coach's hand when he was replaced by Olivier Giroud against Spain.

Blanc declined to renew his contract following the team's exit.

There is an uncharacteristic lack of conviction from the Sun this morning as it tentatively reveals that Sir Alex Ferguson "could be closing in on" the £25m-rated Portugal midfielder João Moutinho. "Could", like "borborygmus", is not a word you often see in the Sun and immediately makes us question the copperbottomedness of this story, since we know that Sir Alex "could" be thinking about appointing Kenny Dalglish as his No2 or conferring new legitimacy on the wearing of wigs by unabashedly appearing on sidelines next season in a tousled blond number.

While he's in Portugal, Ferguson could also snap up the Benfica midfielder Axel Witsel, who plays as his name suggests, offering as much axe and wit. The rugged Belgian could, then, start a brawl, as Chelsea want him too.

It promises to be a particularly busy summer for Brendan Rodgers, whose first task could be to fend off a Juventus bid for Luis Suárez. The Daily Mail explains that the Italian champions "are preparing a bid" for the striker, leaving it as read that the first stage of such preparations is to tell the Daily Mail all about it. Liverpool, meanwhile, are set to go shopping in Newcastle again despite what happened last time they tried that, secure in the knowledge that the £7m release clause in Demba Ba's contract should prevent them from completely losing the run of themselves. They won't get their preferred goalkeeping target so cheap, however, as Lyon's Hugo Lloris is also being courted by Arsenal and Milan.

Arsenal, meanwhile, are planning to hold what the Mail describes as "crunch talks" with Robin van Persie this week, though there is no indication as to whether they will be crunchier than the talks they had with him last week or as crunchy as the talks they will have with him next week and the week after, and so on until they lose him on the last day of August.

André Villas-Boas's first move as the Spurs manager could be to bid £10m for Chelsea frustrator Daniel Sturridge. His next move, presumably, will be to teach the player when to shoot and when to pass. It is believed that AVB's expert interpersonal skills could be the key to getting through to the striker. Tom Huddlestone may not be around to see how that goes, as Martin Jol wants to bring the midfielder to Fulham as a replacement for Danny Murphy.

Marseille are considering making themselves especially interesting to monitor next season by hiring Fabrizio Ravanelli as their manager. Currently a coach with Juventus, the former Middlesbrough diva is said to feature on a two-man shortlist with Borussia Mönchengladbach's Lucien Favre.

Marseille are without a manager because Didier Deschamps has left and there is no clue yet as to where DD will rock up again, as he has turned down the chance to be the France manager. And so, according to today's L'Equipe, has Arsène Wenger.

Clever Ashley Cole does not need tea leaves, kauri shells or crystal balls to see the future: all he needs is a copy of the reports linking Chelsea with a £4m bid for the 16-year-old Southampton left-back, Luke Shaw.

Newcastle, meanwhile, have Twente Twente vision, as they plan to sign two players from the Dutch club, starting with the defender Douglas and followed by the striker Luuk de Jong, although they may want to hurry up on that as the German media claim De Jong is on the brink of signing for Mönchengladbach.

Finally, Real Madrid need to get their finances in a semblance of order and are hoping that some up and coming new club, or perhaps an ailing old club, or anyone at all really, will stump up no less than £25m for Kaká.
